Papiya Sarkar: Building a barrier free environment
She
devotes her working life to providing better access for people with disabilities.
An architect with a Masters degree in Urban Design, Papiya Sarkar devotes her working life to projects and programmes towards creating a barrier free environment for persons with disability.
Since 1989, her list of achievements in the area of barrier
free environment for people with disabilities is truly amazing: she has helped
in the development of Model Building By-laws.
circulated to all States. specifying the incorporation of architectural design
elements suitable for persons with disability; she has prepared a policy paper
on Guidelines & Space Standards for Barrier Free Built Environment for Persons
with Disability and the Elderly; she has planned and executed barrier free features
in public buildings through a pilot project at I.P. Estate in New Delhi. The
features include ramps with railings, reserved parking, lifts and toilets for
persons with disability, and international signages; she has upgraded S.O. polytechnics
with the objective of integrating people with disability in the mainstream of
technical & vocational education; and she has been associated with the C.P.W.D.
Training Institute's training programme for barrier free environment for people
with disability, with a special 'Disability Simulation Exercise' to sensitise
architects and engineers on this critical issue.
Papiya has attended workshops in China, Japan and Thailand, the last in the capacity of an expert to prepare guidelines for a barrier free environment in the ESCAP region.
And, at the present time too, she is working on the issue closest to her heart – to make all new Passport Offices (including Chandigarh, Lucknow and Kolkata) and Indian Chancery buidings (in Muscat, Beijing, Doha, Kathmandu and Dhaka) barrier free!
